Forestry, Nat Pks, SRA's - Wattagans

As you know many Forestry areas become National Parks - they can at times become restrictive as can State Conservation Areas (new name for State Recreation Areas I believe).
With more Forestry lands going across to NP's eg. Olney and Ourimbah State Forests will be added to Wattagns NP which is proposed by ALP. This will result in 4WD & trail bike access restricted by some degree. Why can't a new classification be derived which allows for recreation access and no logging - the NPWS could zone areas - 4WDing, trail bikes, both, buffer zones, horse riding, bushwalking - all could enjoy and it could be zoned in a way to be sustainable. Trail bikes could and should be noise regulated 95 decibels or so or fined - unregistered bikes could get a recreation permit to ride in certain areas and fees obtained from these permits go to management of the park (road maintenance or so).
Time to write to Politicians or a lot of recreation user groups especially trail bikers will be pushed into riding illegally in parks as they have no where to go.
