right gav99x...more so to keep the caulking fibres ...usually hemp etc swelled to make the joints tight

and i always thought it was to keep them clean.....

From the Dutch word "Zwabber" or mop.
decks were swabbed to keep them clean, not
for swelling the caulked seams - this was done
by buckets. Sailing ships were/are very wet ships.
Swabbing was also a form of punishment.
