NSW Nat Parks vs NSW Rural Fire... who's Boss?

Like many this long w/e we are going camping in a NSW Nat Park.
National parks advises a total fire ban while NSW rural fire service says high fire danger but no fire ban where we are headed.
Now obviously it is sensible not to have a fire if either authority says fire ban BUT it leads me to wonder which group actually has the authority/power here?
Anyone know who is the boss here?

In the parks the NSW parks are boss
and the NSW Fire is everywhere else

State Forests have their own fire fighting force also funded by Forests NSW.

As a member of the RFS I can state that if a Total Fire Ban is declared for an area then this will include National Parsk & State Forests. However on days where a Toban is not decleared NPWS NSW may ban fires in their parks. This often happens in the Blue Mountains where I live.

National Parks in NSW ... which is why you never see them fighting the fires. Sympathies to the Firies who have to contain the carnage, save lives at the risk of their own, and houses due to this bit of green stupidity.
