1hz cold start problems

Hi all.
Having a few issues starting my 1HZ when cold. Have checked out the glow plugs and have found them ok. Have also found no voltage at glow plug rail upon ignition. Have checked all fuses and links. Going by manual circuit diagram I'm left with pre-heater timer and glow plug relay. Does this sound reasonable and if so where is timer and relay located and does anybody have part numbers. I could undo all the insulation and clamps and chase the cabling but would rather just go straight to the component.

Timer is located behind the glove box in an 80 series, just drop it out and it's tucked up behind the left speaker.
Relays in an 80 series are somewhat more difficult to find.
Mine uses a 2-stage relay. The stage 1 relay supplies 11V for a period, then cuts out and the stage 2 continues to supply 8V to the plugs to keep them warm.
Well that's how it's supposed to work, anyway! The stage 1 relay sits just behind the battery tray beside the washer bottle. It has large screw on connectors protruding from it (tricked me up as
mine had a white cap on it). The stage 2 relay is inside the left mudguard, right beside where the antenna is on the 80 series. It's inside the guard but the bracket is bolted from the engine bay.
I can take some photo's of my engine bay and show where they are if that's helpful, mind you it will probably only be helpful if you have an 80 series. Do you have a Hayne's or
Gregory's manual that shows how to
test these components? My manual (
Gregory's I think) also shows where they're located.
I went through exactly this during the last week with hard starting problems - everything checked out though, so I have no idea what the problem is...
Does your glow light come on when you turn your key to the 'ON' position?

Yep my glow plug light comes on. I started this morning by jumping from positive battery to glow plug rail. As for manual I have Max Ellery's. It has a flow diagram about what to
test when engine won't cold start. I haven't got it with me but tonight I'll put on what steps to take to
test timer and
check relay.
I have an 80 series cruiser and have located the stage one relay. I will
check my timer tonight

One thing I noticed while testing
mine is that if the timer is unplugged the light doesn't come on. I don't know what would happen if the timer is bad.
Another thing you should be able to
test for - when you turn the key to the 'ON' position, you should hear a very audible 'clunk' - that's the relays switching in. If you leave the key in this position for about a minute the stage 1 relay will clunk again. You could also
test this with an assistant - put your finger on both relays and have your assistant turn the key to 'ON' - you will feel the relays switch in, and you'll feel the stage 1 switch out a minute later. If you don't hear the clunk then it's either still your pre heater or relays. The only real way to
test it is to manually switch the relays by jumping 12V to them (my manual details how to do this, I can scan the pages for you if need be but I dare say yours would have it too). If the relays switch OK when supplying voltage, then I reckon it would be the timer.
Another thing you could do is bypass the 'magic box' of the timer and wire in a push button switch inline to activate the relays - just hold it in for 10 seconds or so, release and away she'll go.
