Something like sugar soap might do it - test a small area first. Otherwise washing down with kerosene or turps (use the low odour ones) followed by detergents should do the trick.

Same problem recently in
Darwin.Tried Kero.,Turps.,"Spray & Wipe".Just so-so.I then used CT 18 car wash & it did a better job than all the others with a lot less effort.
I might add,mix the solution in your bucket stronger than normal & use a soft broom.
This works for me.

Truck wash, similar to CT18, and a soft broom followed by a good hose off with fresh
water. (Don't pinch SWMBO's good broom, go and buy one for vehicle washing only).
Might be a problem, using the hose in some areas, but a good sponge and plenty of clean
water from a bucket will work just as
well.

We use a polish called 'Mothers California Gold Sealer and Glaze' phase two, it takes off all marks and leaves a good shine. We got it from our local Auto 1 store but should be able to get it from any auto parts
shop.

Nappisan also works a treat. You can dilute if you need to
