We've (being the YP 4WD Club) have done a bit of work on making up maps of this area to answer your type of question. This work is still in the early stages.
So, to answer your question, you can get to
Cape Elizabeth by turning off the
Moonta to Maitland road, just south of
Moonta (the
Balgowan turn-off). Once you at
Cape Elizabeth, you can travel down various sections of
the beach to
Balgowan.....there will be sections where you need to get off
the beach and travel along the adjacent tracks (due to rocky outcrops etc).

I STRONGLY suggest you don't do this trip alone....if you get stuck in the sand or seaweed you'll need some assistance.
