I travelled the GCR from east to west in march last year. I went into the cop
shop at ulura to ask about road conditions and permits. He said that so long as your not going to venture of the road to far, then its a public road and no one is going to stop you anyway. I travelled it and only saw a vehicle every hour or so. 90% of the road was in good nick and speeds of 100kmh were easily attained. There were some dodgy sections though so be careful. Rain would obviously change the story. Have a good trip and forget about the permit.
Cheers,
Hughesy

Contact Dept of Aboriginal affairs by phone and they'll help you out. They also contacted the NT mob that handled the pemits for the other side. No cost involved and simply a courtesy. I actually put our permits into the photo album we made up after the trip. Always a source of lively discussion whenever it comes out.
