Reweld bolt holes on bash plate

I own a Prado and live in the western suburbs of Perth. The bash plate covering the main fuel tank has become loose as a result of the bolt holes being fractured.
Can someone recommend a tradesperson who may be able to weld/reconstruct the bracket & bolt holes.

I have an estimate from a smash repairer but was unconvinced as to whether they were the correct persons to undertake such.

In addition I wish to have the factory recovery hooks re-installed which are removed and the bolt holes used when bull bars and towbars are attached. I have the hooks but most off road shops are reluctant to assist. I have noticed similar vehicles where they have been re-installed by drilling an additional hole through the bars (tow & Bull). Any advice appreciated.

Ross,almost forgot ,if you have an aluminium oe bullbar,dont trust the built in recovery points as they WILL brake and can cause an injury
