I am looking to buy an extra rim for my van.
Marked on an ROH rim I have seen is 7JJ x 15 and another unnamed ( but I think Sunraysia) rim has 7J x 15, does anyone know if this "JJ - J marking is the Offset and if so how much difference is there?

The basic answer is no, J and JJ does not relate to offset.
You may be able to glean some information from this link
Tyre and Rim Information scroll down to the information on tyre bead profiles & rim contour designs (don't understand much of it myself) and it may explain it better.

Measure the Backspacing of each of the rims. If they are the same, then you're OK.

Got caught once with this one too.
The JJ and J difference is the radius at the lip of the rim and base of the rim lip.
From memory one is like 6mm and the other 12mm.
JJ is the newer specification.
The bead on the tyre should be the same to suit, so it seals properly, but in practice you could get away with it to get you out of trouble.
But I wouldn't put a tyre on the wrong rim for long term use.
