Does anyone know what is used to stick sunflower seeds together to make a seed block for parrots.

PVA Glue
Poly Vinyl Acetate (PVA) Glue is the most common white glue available in the market. It is a popular glue used in the method of mosaic making. It is water based glue and does not contain any solvent. IT IS TOXIC WHEN TAKEN INSIDE. However, it is not dangerous to touch. It will not emit harmful gases either. Therefore, inhaling it will not cause any serious problem.
I have checked with the Poison
Information Centre (P.I.C.) 131126 as I am concerned that PVA Glue would not be something that I would feed my pets. P.I.C. advised that the substance is classified as an irritant and therefore they refer to it as being toxic.
Why not try a alternate way using egg whites as the binder. No other ingredients (except for seed/fruit etc) are required.

After refrigerating to bind the egg white, will it soften too much if the seed block is hung outside in the sun?

If you had read the accompanying link you would have seen that the mixture was slow baked in an oven. No chance of it going soggy.
