Terrano II, 2.7 TDI "Hunting" at idle??

Recently my Terrano 2, 2.7 diesel has started 'hunting' at idle, the other thing that is noticable is a very slight hesitation pulling away at low speeds.
Any clues what the problem may be?
(Fuel filters have recently been changed)

Pump needs to be repaired,it will be the top cover faulty.
They have a sliding potentiometer inside that wears.

When you say the top cover, what does it entail?

I have repaired many of these for this problem,yes it may be something else but generally that problem requires pump removal and overhaul including replacement of top control cover.
