OK

Does anybody know where to find the regulations for determining the GVM of a trailer and how you go about raising it.

I am in WA but any state regs would be ok i guess for now.

Have you done any local checks yourself? Why not start with your local authorities such as Dept of Transport, Motor Registration Dept etc. They should be able to re-direct you to someone that can help.

regulations won't help you that much.
it is a matter of axle capacity, springs and frame.
over 750kg and 2t the brakes come into the equation.
the trailer manufacturer issues a compliance plate.
It is easy to get the compliance plate and you can
make a new one and get it over the pits. It depends
by how much you want to raise the GVM. I have done
2 trailers myself (converted a US one) and got them over
the pits. Sometimes your lucky sometimes your not
but you want to make sure you actually have the capacity you claim
good luck

of course you have to follow regulations
but your ct probably has the proper lights/light position
reflectors/position etc. but the regulations do not tell
you what your chassis needs to be like in detail etc.
you start with the axle capacity and the suspension.
by how much do you want to raise it ?
do a search for ADR on trailers. you will get the proper
documents.
good luck
