I have a 1990 Mitsubishi Lancer 1.8 turbo diesel 4d65-t with a td04-09b turbo. I was wondering how much safe boost as standard I can boost without intercooler. Right now I am getting 9-10 psi. Is it safe? And how can I set the fuel pump to have minimum black smoke please.

9 to 10 psi should be a safe level.
Other manufactures are going to 12 psi without an intercooler.
No idea on how to adjust your engine, I would suggest you take it to a reputable diesel mechanic to have it serviced and tuned if it is emitting a lot of black smoke.
