Hi Gramps
Many years ago, the Health Authorities in MT ISA, sent a letter
around to all the Residents demanding that they send a Stool Sample
in a Container provided, to there Facilities, it was to eliminate some
Parasite Disease which was Rampant in the area, they would be
notified if they had the Parasite in there System, or given the
All Clear, so some Smart Arse sent a sample of his dogs Stool,
he got a letter back saying, he was All Clear, he didn't have the
Parasite, but he had Distemper.

I share your sentiments but I wonder how hard it is to catch offenders anyway - I don't believe it would be hard. The biggest issue is if the authorities have the conviction to persue the matter with the individuals concerned. My instincts tell me that it is a much easier option to blame a few and banish the lot.
There seems to be a reluctance to punish offenders for whatever reason and there have been some examples quoted on EO where people have been caught red handed but when the authorities are notified they are simply not interested.

Undoubtedly our weak as pi$$ authorities would recommend counselling for the offenders. It seems they don't think anyone has the intelligence to discern right from wrong anymore without attending some offense specific training.
