Steel Bullbar problem.

I have a steel bullbar that is off a 1999 Jackaroo.
The rubber bumper thingies have been removed, and there is serious rust problems hidden behind their position, with one large hole around 38mm diam, numerous smaller rust holes and both sides have reduced material thickness from the rust.
I don't know if this subject has been covered before, but I assume
water has built up behind the rubber bumpers and caused the problem.
I don't have the history of the bullbar, whether it's been splashed around in salt
water, but a hard bump on the RHS could easily fold the end section back onto the front headlight area.
This is a TJM brand, but the brand is probably not the problem, possibly just where it's been used.
I had a TJM alloy bar on a Rodeo that had the bumpers fully bonded to the bar, and there was no way
water could get trapped.
If you have a steel bar with rubber bumpers, it may be worth a bit of preventative maintenance to remove them and check what is going on in the covered area.
Maybe siliconing them back on may prevent
water ingress?
