FILL it with
water a couple of times, and then air it for a day or two.
You can BLOW air from a hoover or similar if you want to speed the purging a bit.
cheers

Fill it with CO2, Argon or argoshield while you are welding it after you have cleaned and dried it.

Shane I used an old gas cyld a s a donkey once. Washed/Flushed and washed/Flushed it some more. When starting to weld the brass fittings in I still got a fair flash out of it. So be careful but it can be done. Donkey went for years. Cheers Tony

Shane
In my youth (many years ago now) I used to make up air compressors at home, in the uk, and sell them. My main source of air receivers was old lpg gas cylinders which I bought at scrap value.
Before welding I used to fill with hot
water and some detergent leave for a few days then weld on the 1/2" fittings. Never had a problem with a flashover, and I must have done a dozen of them.
You can always fill with
water and drain to just below the weld area so that you are minimizing the air volume inside.

Yes that would be my suggestion, I always fill with
water while welding to reduce any air space to a bare minimum.

Im a qualified welder and there is only one safe way to do it

Shane.
you can get the
tank de-gassed, they will de-gas it and give you a certificate saying its safe. had to cut one open when doing my time, it had a cert but the boss still popped a hole in it first (he didn't what to kill me).
He wanted it as a
water troth for he's horses,
there will be some one in your state, they are the ones that clean out fuel tankers

Why would you use something so heavy as an LPG
tank? Wouldn't you be better off getting an old petrol
tank and mounting that??

G'day Shane
Have to agree with Mr. Pointyhead, you need to have the
tank de-gassed by a licenced installer, who will have the right gear for the job. Most states have a minimum $1500 fine if you let the gas out in the open air. You then need to clean and dry the
tank completely and let it sit for at least 48 hours before filling it with a completely inert and non-explosive gas.
Water will do as an emergency filler but does have inherent problems ie: rust. Make sure you weld in an open space away from anything remotely combustible. Good luck mate and be safe!
