I may be wrong, but I thought that with this model, there is no valve (or tap) to stop water going to the heater.Water runs continuously through the heater, but there is some type of flap which controls the air to the heater, thus controlling the heat.

The LCOOL site is fantastic with Cruisers. You may have to join the forum to access the site.

I have copied some info:

"The 100's have no heater valve, the knob controls an air flap that directs air via the heater core or not.

Sounds like the heater door is stuck, or the actuator has failed.

Accessed by removing the glove box and liner.

You should see 2 servos, the 2nd is the "air outlet servomotor" which you'll be able to identify by switching the knob from defrost to feet to face, etc.
