The Brass thingo that is under my van between the external mains
water connection & the van piping is dripping. Even when the supply tap is nearly turned off .Could this mean its nearly knackered or what?

If it's a modern van it's probably a pressure reducer or a non return valve and it shouldn't drip.
I pulled a mates pressure reducer out a while back and cleaned it up, but it only worked for a short while and then they had to replace it anyhow.

I agree it is probably the pressure reducer and it should not leak.
