I'm going to Devenport on Friday
which is the best caravan
park to stay in the nearby surrounds with children as a base for a few days?

The
Mersey Bluff park is not bad, on
the beach so good for the kids, on the west side of the river so easy to get into town.
Water can be a tad chilly but...
Like all van parks, gets very crowded at Xmas..

There is a
park not far from getting off the boat in
East Devonport if you want to set up within a couple of minutes from disembarkment. Looked clean and tidy. Directions should be signposted once you drive up from the ferry to the main through road about 300 metres from memory and down toward the coast to your left.

Hi Malcom 1,
The caravan
park close by is the Abel Tasman and it is a bit shabby but clean and a pleasant place to stay. It has a take-away attached which can be handy after a long day.
Tip: if you want to see penguins there is no need to pay. Go to Lilico Beach (about 10 km away) where there are rookeries and rangers who will talk about the penguins and they have big red torches without which it is very difficult to them. Don't use ordinary torches or they will head back to sea.
