Speedo recalibration

but my neighbour has a Proton that has a speedo that is 20klm yes 20klm out IE. when actually doing 80kph on my GPS his speedo is reading 100kph.
Tyres are the correct ones for the vehicle.
The gps is accurate as I have 2 and both read the same.
Any advice would be welcome.
We are in Dubbo NSW.

my little s#@t box I drive from Mackay to
Townsville is 9 km out, a dollar 9 is actually 100 on
the knocker. I don't stress about it I just adjust for the difference.
Lots cheaper than getting the speedo altered.
My old Troopy is out by 3.8k per 100 so I know exactly when I am going to get booked.
