Frys Hut & Sheepyard Flat

When I was last at Frys Hut in the 1980s' you could cross the Howqua river near Frys hut. This gave access to a road along the Northern side of the river which I think headed into Sheepyard Flat.This road was deliberately blocked by felled trees.
I think that there was also another road that headed up the hill and onto the Howqua track.
I see on the Rooftop map that this later road is called Spring St. & runs through private property.
My questions.
Is Spring St. a public road?
Is the Howqua crossing at Frys open?
