Would anybody know what the current draw is on a Nissan patrol 4.2 diesel starter motor, I am reading 9.5 volts when the starter
is under load, the battery if fully charged

That sounds about right.....If it's spinning-up okay and starts okay (you can tell from the sound of it as it starts whether the battery is alright or night), then you're okay.

It takes about to 9 seconds for the engine to fire, some say it the starter isn't spinning fast enough for the engine to fire

going from memory - ( if your talking amperage draw) i think i seen
mine hit about 80 - 100 amps for a brief second
thats was about a year ago - would have to bring my clamp meter
home from work again if you really need to get a more accurate measurement

Sedans draw 350 A or more, A diesel would likely to be in the region of 600 -1000 A

years ago we put a gauge on a diesel hilux and it spiked at 450 amps before running ay 250 till it started. You have a few options, first
check all terminals to block and starter,
check wires are in good condition, get battery checked with load meter, and if all else fails, pull starter and renew contacts....but yes, 9 volts under load would be about right.

The starter motor is possibly rated at 2.5kw.
If this is the case, current draw would be 2500/12 = 208a.
But if the battery voltage drops down to (say) 10v under load the current draw would increase to 250a.
