Million Dollar Corner - only a guess but maybe it cost an oil exploration company a million to do something or fix some damage here.

Number 2 is known as a 'Patjarr
Spider' and is, as you thought, to keep camels out of the rockholes.

Having never seen one before I have now seen two, one in a book in Kal and the one in the photo.
They are made to be pulled apart to make transport easy.
