axle weight difference in S.A.

Has anyone come across this before, on my van the axle weight is 1600kg.
This is a 45mm axle and eight leaf spring and LM bearings
Now I wanting to replace the 39mm round axle on the trailer So i inquired about the same setup, I was told that here in S.A. it is only rated at 1200kg.
If i go to 50mm axle and c bearings i could go to 1450kg.
Van was built in VIC and reged in S.A. So how can it be reged in S.A. at 1600kg when the ratings are not the same here?
