Which former Police Inspector was leader of an expedition which left from Melbourne in 1860, and upon what creek was a stockade built?

Hi Alan, I was there last Monday and I think I read that it was originally called Coopers Creek but cannot remember if it had an apostrophe in it, then it was changed to plain Cooper.

ROHB was actually the Superintendent of police at Beechworth prior to winning the position with the Victorian expedition. Do I get 1/2 a point?
