X-trail horn only works when ignition is off??? Help!?

Got a problem with a 2002 X-trail where if the car is off - the horn works no problem, as soon as the key is turned to ignition - the horn no longer works.
I've hooked up the multimeter to the horn and there is no power being sent to the horn unit at all once the igntion is on.
It's clearly an electrical issue of some sort - has anyone seen anything like this before?

Sounds like a bad relay or the wrong one

But if it was the relay - wouldn't the horn not work at all?

All depends check relay sounds like it has a change over relay fitted instead of
a stanndard type
