Hi Steve,
I had problems with a Norton upgrade last year and found an email to their help desk solved the problem.

More than likely a problem with the firewall in Nortons.
I've heard of others having the problem. Try shutting down the firewall and see if it will send mail.

HAve got it running on here and no troubles at all.
Go into Network settings and turn off Email protection both in and out.
Also go into your email account in Outlook express and make sure all settings are correct
You didnt happen to have Nortons 2009 and IE 8 running together did you as that will cause hassles Especially if you upgraded each year rather than a full new install.
I have just had real hassles with a friends machine who had 2008 upgraded to 2009 and then installed IE8
She had all sorts of troubles. Finally resolved it by going to Nortons and d/loading a full version of 2010 and cleaning out the old one with a cleaner off the Nortons site.
2010 also doesnt like Zone alarm.
