Tony,
I am assuming you have mud stains on the polished alloy. If so you have my sympathies.
From my limited experience there is no substitue for a cutting polish and lots of elbow grease. Of course having cut the stain off you need to re-wax the bar to keep that pretty polished alloy looking its best.
If you look at the pictures on my profile page you will see the ultimate long term solution to the problem.
The black, power coated steel is so much easier to keep clean.

Cutting compound and elbow grease will do the trick.

Try "The Original Purple Metal Polish" by California Custom.
It has its own metal protectant and a lot of truckies use it.

Hi Tony give a product called purple a try. You should be able to purchase from a truck parts supplier.

Tony,
Duncs is on the right track, but you don't have to go steel. I got tired of polishing alloy and found that it takes powdercoating just fine.

Use Purple, I use this on my bikes headers and it is brilliant.

If you don't want it to shine but have an even finish just buy a roll of steel wool & buff it all over with that. Make sure you rub in the same direction to get a good even finish. Use some soap &
water with the steel wool as
well.
It is nowhere as sexy looking as a shiny polished bar, but it is easy.
It is reasonably flat in gloss.
If you don't like that go for one of the fine metal polishes. As the post before pointed out, there is no shortage of them on the market.
