Leaking Winde out Windows?

Mate has a Caravan with winde out windows, and the top left and right corners of the winde out part of the window and frame have white silicon in the joins. This silicon is cracked, but there appears to be no leaks inside. What was the silicon there for originally?

most likely to seal the joints from water and dirt. Most caravans have sharp corners around the windows, and the rubber usually cracks around there after time, and allows wind and water thru.

Wind out windows.
