Does anyone know of a gps unit that will give your speed in increments of points of kilometres per hour ie: 6.5 kph as
well as being a great gps as
well my dash in the tractor has packed up, thought it maybe a cheaper option than $2000 for a new digital read out dash. i need to be around the 6.5 - 7.5 kph range.

If price is an issue, have a look at the Garmin Edge 205, currently only $199 from GPS oZ.
The it designed for bicycles which travel at all speeds. It would be good for your tractor.

My Garmin gpsmap 78s does tenths of a kilometer, I'm guessing most Garmins will?

I Picked up a Garmin Etrex for $99 from ANACONDA in their current winter specials catalogue and that has the speed in 'tenths' as per the above Garmin unit. Bit tricky to set it though - had to select 'Brithish' units to switch it across from MPH. No 'Australia' selection and it didn't switch on the 'NZ' option - but got there eventually.

I've only met one handheld GPSr that didn't have the appropriate scale at that speed, though it was a cheap and nasty brand (not the
well known names).
Would be looking at a model that has LARGE displaying of the fields you require ie. speed etc. The Garmin Dakotas and Oregons are a good model that has this feature:
third party image, non-metric displayed, approximate image size.
I'm not sure if there are any vehicle navigation brands eg TomTom etc that display the resolution required and large digits. Someone else may have an answer.
