Spotted these mounts in my town this morning, I don't know who made the bar but those mounts I thought were very neat.

That would make them even easier to steal. One thing i am very wary of is losing my lights. He would be far better off bolting them to the flat plate, as bolts can only be accesses from beneath then.
It may be near impossible to stop a thief, but if you can deter them or make it look hard then it may save you your lights.

my bar has same mounts but it is a different bar from what i can gather
mine is an opposite lock bar. my lights still there.

original mounts on early arb nissan bars , the same on toyota bars
