Solution for what ? petrol sniffing ?
Does this mean that modern higher compression petrol motors will be able to use Avgas instead of ULP or PULP?

Yes AVGAS can be used for ULP it has a bit higher octane rating than PULP. BUT will destroy emission control systems over time so should be used for necessity only. And if you do need to try to go half half. It has avery high lead content.
It is better for super engines but will wear the engine faster but the roads here will beat the AVGAS anyway.
Yes it is in place to reduce petrol sniffing.

Thats why you never see metho on the selfs for sale in most shops up here. (usualy an under counter product) They just can't help themselves.
