Where do you read this article? I have had a quick look at the Vic Parks web site, but could not find any information.

I don't think it will affect 4wding much OldBaz - may even be a bonus.

The radio stated that if a park can be locked they will be locked. The others wont have rubbish removed or toilets cleaned.

It looks like in the grand scheme of all Vic's Parks it's fairly minimal.
