Spare wheel placements

Recently I have been looking at and old motorhome. The main vehicle is an old Diahatsu Delta with a bull bar and a spare wheel attached to the front of it.

Anyone know if that is legal? I know with cars nothing should be in front of the bar, but being a lightish truck/motor home not sure. Currently registered in VIC, but will need to redo in NSW.

Nothing is to be in front of the bull bar. Even fishing rod holders.

Vic roads vehicle standards reads.....Fittings such as driving lamp brackets or fishing rod holders must not protrude above the top or forward of the bull bar.

sections 1.2 and 3.1 standards AS 4876.1 2002
