When are you going? Lots of water at Belligen and the Waterfall Way at the moment. You will need to check road conditions.
Having said that both roads will be OK for your van.

The ascent on the Oxley Highway is relatively gentle, l o n g & winding, via Bellingen short and sharp.
Milk tankers go up the Dorrigo Mountain all day, so no dramas towing, the waterfalls should be spectacular at the moment.
I'd go through Bellingen, just don't take the short way on the old Kempsey-Armidale Rd

With a difference of 130 km it's a no brainer (unless your rig is overloaded or in poor condition.) Go Waterfall Way.

Thank you to everyone who replied, went up the waterfall yesterday towing my 26ft caravan not a problem, the road from Beligen to Dorigo is 14klms of winding road and after that the road is good all the way to Armidale,I would do this mountain again if i had too.
Cheers
