Been that way Fishing a lot ,
Fowlers bay a good spot to base yourself .

I second
fowlers bay stopped for an overnighter and stayed a fortnight great fishing, should have stayed longer but some one isnt retired yet . two years to go yippppeeeeeee

We called in there back in 2015 and there was about 20 mothers with calf's in the bay, one with an albino baby.
Spent about 3 hours just watching them in their native environment, absolutely amazing and one of the most memorable things I have ever encountered.
I can not see any reason why one year would be any different to another so just get out there and do it.

gate (which is locked overnight).

Or you can find a secluded spot on a side road going north from the highway.

I hear a few have changed lanes at the check points and driven through, or driven around other ways, though it might be the go. Stephen may be ready to intercept me I suspect. Whale watching may be a recognized excuse. Not sure what Mr Marshall would say.
