I am planning a trip from
Ravenswood, WA, to
Toowoomba, QLD.Is there an app to calculate the route and cheapest
places to refill fuel?

Google Maps to calculate the route. Wikicamps to see where to stop. Petrol Spy for fuel prices. Wikicamps has a trip planner function. I enter the details into a spread sheet.
BTW we live in
Toowoomba and have done that trip a few times to rellies in SW WA.

Fuel Map Australia is a fuel app produced by Wikicamps. Don’t know if it’s any different to Petrol Spy, but we’ve been using it since it was first released.
I’ve never used it to plan a route, but often plan
well ahead of each centre, so can find the selected fuel outlet easily.

If you want sealed road the only way is nth to 3Ways, east to Mt Isa. There are a few ways to
Toowoomba from there, the shortest is
Winton,
Longreach etc. Check Google maps. The Plenty/Donohue highway an alternative but has a lot of unsealed and can be quite rough.
