Brisbane) has just run an article on the council rip off.
They have set up a poll asking if this is fair

I got the clear impression after watching the article that it was a blanket policy and that all 4wd's were getting this extra charge, but on their website: "Owners of V8 four-wheel drives would be charged more than regular cars for permits to park outside their homes under new plans from a
Sydney council. "
I say charge the bastards!!! until i can scrape the funds together for my brunswick 6.5, Im all in favour it!

Just to add further confusion, A Current Affair just reported that it is all 4wds that will be charged the higher rates, in addition to higher rates for V8 cars.
