The "Outback Way" between WA and QLD

I saw this article on the ABC site this morning about a new all weather highway linking WA to QLD. Does anyone know what the proposed route is?

The development council has been lobbying since 1997 for an all-weather road from Laverton WA to Winton Qld, via Alice Springs.

Yawn Are they bringing this up again? been round for a while and is a good idea except.
1) governments wont spend money on it. i thing around 3 mill was pledged for this year which sounds like alot but in reality might get it a grade and a few dodgy spots sheeted.
2) you need 2 permits currently to drive along it which i think is a disgrace for such a majour route. at the most you should be able to get the permits at either laverton or yulara just like you can get them at tourist beuros for the Moorine loop road
3) Did i mention GVTS wont spend money on it. Vast majority of road money in last budget went to improving eastern States roadsa

Yes & when you drive it as I did Aug 2005, the only part the Govt spends money on are signs as you go along saying Funding Roads to Recovery, or such like tripe.
