I asked RTA about this in Jan 2007. Their reply was:
Customers who are travelling in another state, except the ACT, can
> obtain an inspection report from:

> the registering authority in the state or territory (eg Vicroads)
> an agent that the interstate authority has approved
> a recognised motor industry body that is a member of the Australian
> Automobile Association (ie RACV, RACWA, RACQ, RAA South Australia).

> In all these cases the inspecting agent must be at least 50km from the NSW border.

> Important: Heavy vehicles subject toe RTA/HVIS inspections cannot be renewed on equivalent pink slips issued by interstate authorities.

> Inspection reports received from interstate agents must record
> inspection details similar to those for NSW AIS inspection reports.
> The inspection report must define requirements such as braking,
> lighting, steering; and the vehicle must be in a satisfactory
> condition overall. A letter from an interstate garage stating that
> the vehicle is 'roadworthy' is not acceptable.

> Note: Brake test printouts are not required on interstate inspection reports.
