Hi Chris
Ref notes below from the Citylink website. You can travel on any of the freeways then telephone the number shown after you travel and arrange payment or pre-pay as shown. Enjoy your travels around Melbourne and Vic.
Regards
Rob

To travel on CityLink we suggest that you arrange for your travel on CityLink prior to travelling.
CityLink has a number of passes to help you get around and enjoy Melbourne. Each pass can be purchased up to midnight three days after travel.
You can choose from:
24 Hour Pass: Unlimited access on CityLink for a 24 hour period from your first trip.
Tulla Pass: Unlimited travel between Bulla Road and Flemington Road only, for a 24 hour period from your first trip.
Weekend Pass: Unlimited travel on CityLink from midday Friday to midnight Sunday.
You can purchase CityLink Passes:
here on the CityLink website - to purchase a pass, click here;
over the counter at Victorian Australia Post outlets;
at selected newsagencies using the Touch over-the-counter payment systems; or
by calling 13 26 29.
Melbourne Pass
An alternative to a CityLink Pass is the Melbourne Pass. Find out more about the Melbourne Pass.
A Melbourne Pass covers travel on CityLink as well as EastLink.

Go back a couple of days this was discussed at length.
The outcome was the QLD tag was the best/cheapest as no deposit and multiple tags on one account. Minimum payment was $25.

Not according to the RTA website, you have a choice of either a $40 deposit per tag or a monthly charge (currently $1.25 per tag) but guaranteed to rise ;-))
The Qld tag has no deposit or monthly fees, you pay $25 up front (which is all used for toll charges) when the $25 is used up you nominate a recharge point if using direct debit or receive an email if you wish to recharge manually.
You can have as many tags as you like for the initial $25 or you can nominate several numberplates/vehicles per tag. No additional charges for each tag!!
I rang up the other day to get two additional tags, they arrived four days later in Sydney, great service.

Yahh for WA - we don't have toll ways and would not tolerate them.

I don't understand why eastern states voters allows their government to rip them off.

It keeps the western australians where they belong :)......
Seriously, we didnt get much of a choice.
The goverments over here are broke despite ALL the excessive tax's they have dreamed up, so they get a private company to build the road and then allow them to put a toll on it. The upshot is some pretty good roads in a fairly short amount of time, the down side is "tolls" seemingly forever.
I didnt like the e tag system when it first came out, I thought it was a level of embuggarence that went beyond the pale.
Why have I changed my mind? I was sick at home one morning watching the morning advertising shows (news) when they had a traffic fly around of Sydney, Melbourne and Brisbane, Sydney had about 1.5 km of traffic banked up for the toll plazas to the bridge, Brisbane had a 1 km line up to the Gateway bridge, Melbourne had free flowing traffic everywhere except the south eastern car park.
The NSW government are shifty Pr***s they funnelled ALL traffic in inner sydney throught the Tunnel, which IMO is a good enough reason for a coup.
I have no idea where all the rego money, stamp duties and a million other sundry charges motorists are paying go, all I know is I pay and pay and pay, this system seems to remain in place regardless who is in power.

Another option for people only travelling in Victoria.

Citylink Access account. http://www.citylink.com.au/290.jsp

I have one with a couple of cars on it as I only travel randomly. Don't have to worry about minimum charges or tags. Just costs an extra 75c each time you travel for them to look up your rego before they send you a fine! $5.50 to set up (for 4 cars) so if travelling in a group of 4 could set up one account, all billed to the one credit card.

Works out cheaper if you travel only a short section, but if you are only travelling through, buy the 24 hour or weekend pass.

From the website:

A CityLink Access account is ideal if you only need to use CityLink occasionally.
An Access account allows you to enjoy the benefits of driving on CityLink without having to contact us every time you need to travel.
With an Access account you only pay for the travel you do. If you don’t travel you don’t pay anything (no minimum monthly charges apply).
Each month we will charge your nominated bank account or credit card for the tolls and fees incurred.

Managing your CityLink Access account on-line is fast and simple.

You are able to view your statements, update vehicle details, change personal details and update payment details easily.

Features of the Access account.

No e-TAG® device required
No minimum annual payment fee
Register up to four vehicles on the one account
Travel anytime without having to contact us
Pay after travel
Trips are subject to the usual trip cap (maximum charge for each continuous trip)
For each trip you are charged a vehicle matching fee of $0.75 cents plus the tolls for the sections travelled
One-off start-up fee of $5.50 (a valid credit card is required).

Please note: A CityLink Access account is only for use on CityLink and EastLink. It cannot be used on any interstate toll roads.
