Tyre Diameter difference of 25mm

I posted earlier about a problem with a 2002 TF 3 litre Rodeo losing speed on hills.It seems the 30 X 9.5 X 15 tyres fitted are about 25mm bigger in diameter at 759mm compared to the original 205R16 at 734mm.
So have you found a 25mm difference in tyre diameter to quite noticeably affect its highway
hill performance. The obvious thing to do is get some second hand 16 inch factory rims but they need genuine wheel nuts at $32 each and don't seem available after market so I probably need 16 inch after market rims and nuts and tyres to suit.So I am hoping the exercise is worthwhile, that is the tyre size is the problem.
As I said in my original post I had it pass a dyno
test so it probably is the tyres but I would like to confirm that 25mm is a significant difference. The 30 X 9.5 X 15 seems to be a common choice to replace the factory rims.
