Not aware of any beaches basically south of
Sydney further south and around into Vic that allows beach driving.

Robe in S.A. probably would be the closest place to 4wd on
the beach.

Beachport to
Robe in SA is the only real beach driving around or close to the area you mentioned. There is camping allowed there, but not right on
the beach - the beaches are typically very narrow and soft, so there is no camping opportunity in any case.
Portland sand dunes is another option, but I don't think that is on
the beach.

Carpenters Rocks which is close to
Robe is very close to "beach" camping. We prefer the camping spots closer to
Robe that are only a few minutes drive to
the beach. The Sand Dunes between
Robe &
Beachport are fantastic. You are better to travel in a group as you will get stuck !
