The satellite radio stations are broadcast state by state, and customers
will receive their states ABC feed based on post code.
Broadcast licensing in Australia is governed by the Australian Broadcasting
Authority. These licenses are issued state by state, and stipulate the
boundaries that govern each stream of broadcast.
AUSTAR has no choice regarding which stream may be made available to
customers in each state.

As you are aware, the Corowa ABC Local Radio service (675AM) is the only NSW service broadcasting to your Victorian town. To improve your reception of this service the ABC would recommend you install an outdoor antenna at your residence.
In regards to an Austar block on ABC NSW programs, this issue is something you will need to discuss with Austar.
An alternative available to you could be the ABC's Direct-To-Home satellite service. The ABC provides a full complement of radio and television
services via satellite, including ABC TV, Radio National, NewsRadio, Triple J, Classic FM and Local Radio. There are 5 ABC TV
services available including NT (Northern Territory), SA (South Australia), WA (Western Australia), NE (Queensland) & SE (South East). The SE service broadcasts New South Wales programs, including NSW News, to New South Wales, Victoria, Australian Capital Territory and Tasmania. Please visit our website for more information

I wrote an email to the ABA because Austar said its ABA fault they cannot broadcat NSW into Vic & here is there reponse
I am writing in response to your email below. The ABC is a national service and as such is not restricted by The Australian Communications and Media Authority (ACMA) (formerly the ABA) in which areas they can broadcast. This would be a decision between Austar and the ABC.
I suggest that you contact either Austar or ABC (or both) to find out what their agreement is regarding broadcasts into your area. I have been told that Austar programs your post code into the set top box which determines which broadcasts you receive, however this is anecdotal and I can not be sure that this is the case. It may be worth talking to the ABC, perhaps there is an agreement in place between the Victorian and the NSW ABC.
Unfortunately I can only make guesses as to why you can not get NSW ABC, but I assure you that ACMA is not restricting the broadcasts of a national broadcaster.

why is Austar telling us its ABA fault why they cannot broadcast

well I guess I find out in a couple of days when Austar reply the

I have also written to ABC Riverina, about a year ago about the same thing, they say that the reason why 675 ABC Cowra does not broadcast the NRL is because it use to be owned by victoria abc and when wagga took over the station they had complains about the NRL being on istead of the AFL which is a load of crap because they built a new ABC FM station at Albury/Wondonga which would
well serve those people he liked there AFL, I hope they build a ABC station in Deniquin and they will put the NRL on I think that is my only hope,
well I will fight on ontill we get descent NRL coverge
really sucks how a town on the NSW/VIC border community media, could be so one sided towards victoria, and all NRL & NSW News is blocked from local media, at least 2QN still put on 2UE at 7:30am, shame 3NE took over 2QN and dumped all there nightime NSW progamming
Mildura 3MA, Denni's 2QN, and Albury's 2AY,
Bendigo's 3BO,
Griffith 2RG Wagga's 2WG, all stations I could pick up use to put on 2UE progamming on between 7pm - 5:30am now all we get is 3AW's dribble with those 2 old guys
